AN ACT to increase legislator pay effective upon the convening of the 2015 general assembly.

The General Assembly of North Carolina enacts:

SECTION 1.  Effective upon the convening of the 2015 General Assembly, G.S. 120‑3 reads as rewritten:

"§ 120‑3.  Pay of members and officers of the General Assembly.

(a)        The Speaker of the House shall be paid an annual salary of thirty‑eight thousand one hundred fifty‑one dollars ($38,151) payable monthly, and an expense allowance of one thousand four hundred thirteen dollars ($1,413) per month. The President Pro Tempore of the Senate shall be paid an annual salary of thirty‑eight thousand one hundred fifty‑one dollars ($38,151) payable monthly, and an expense allowance of one thousand four hundred thirteen dollars ($1,413) per month. The Speaker Pro Tempore of the House shall be paid an annual salary of twenty‑one thousand seven hundred thirty‑nine dollars ($21,739) thirty‑six thousand dollars ($36,000) payable monthly, and an expense allowance of eight hundred thirty‑six dollars ($836.00) per month. The Deputy President Pro Tempore of the Senate shall be paid an annual salary of twenty‑one thousand seven hundred thirty‑nine dollars ($21,739) thirty‑six thousand dollars ($36,000) payable monthly, and an expense allowance of eight hundred thirty‑six dollars ($836.00) per month. The majority and minority leaders in the House and the majority and minority leaders in the Senate shall be paid an annual salary of seventeen thousand forty‑eight dollars ($17,048) thirty‑six thousand dollars ($36,000) payable monthly, and an expense allowance of six hundred sixty‑six dollars ($666.00) per month.

(b)        Every other member of the General Assembly shall receive increases in annual salary only to the extent of and in the amounts equal to the average increases received by employees of the State, effective upon convening of the next Regular Session of the General Assembly after enactment of these increased amounts, except no such increase is granted upon the convening of the 1997 Regular Session of the General Assembly. Accordingly, upon convening of the 1997 Regular Session of the General Assembly, every other member of the General Assembly shall be paid an annual salary of thirteen thousand nine hundred fifty‑one dollars ($13,951) thirty‑six thousand dollars ($36,000) payable monthly, and an expense allowance of five hundred fifty‑nine dollars ($559.00) per month.

(c)        The salary and expense allowances provided in this section are in addition to any per diem compensation and any subsistence and travel allowance authorized by any other law with respect to any regular or extra session of the General Assembly, and service on any State board, agency, commission, standing committee and study commission."

SECTION 2.  There is appropriated from the General Fund to the General Assembly the sum of two million two hundred forty‑eight thousand seven hundred seventy‑three dollars ($2,248,773) for the 2014‑2015 fiscal year.

SECTION 3.  Except as otherwise provided, this act is effective when it becomes law.

Pat McCrory to the Unemployed, F-off I only have time for Special interest groups for now.

Raleigh, N.C. — State House and Senate Democrats are calling on Gov. Pat McCrory to save federal unemployment benefits scheduled to end July 1 for 71,000 people in North Carolina.

McCrory says that call won't be answered. 

patraiseWell Pat is living it up at his so-called serect fund raiser event in Greenboro, NC. Where donors will shell out between $5000.00 to $35,000.00. I bet anything folks from the payday lending group, internet sweepstakes group and other special interest will be there.

The event at the Grandover Resort is part of a retreat for the Renew North Carolina Foundation, a nonprofit that some of McCrory’s supporters formed after his election. Under federal rules, the 501(c)(4) group doesn’t have to reveal its donors, is not constrained by traditional political 
donation limits, and can spend money to promote “social welfare” causes, including political ones.

What is being said about this event,

The Grandover event concerns North Carolina good government groups, particularly since the timing lines up with the waning weeks of the current state legislative session.

Major bills — including the state budget and proposals to tinker with the state tax code — are headed soon to McCrory’s desk.

“It’s, again, another instance of big money politics,” said Bob Phillips, executive director of Common Cause North Carolina. “People with agendas, who have lots of money, will have access to the governor.”

65323Pat goal it to get people into jobs, not to continue unemployment, well this is great ideal, but the NC GOP has fail to produce any job bills what would do just that. Remember this is the same guy who gave his staff very large raises while many other state employees haven’t seen a raise in years.

The benefits are 100 percent federally funded, and cutting them off will mean the loss of more than $500 million, most of it flowing into the state's worst-hit economic areas --said State Democrats.

The overhaul takes effect next Monday. Under federal rules, states that change their unemployment benefits lose eligibility for federal extended benefits, paid to long-time jobless workers who have exhausted other assistance.

Rep Joe Sam Queen had this to say,

"We are not recovering, and what we're doing at this General Assembly is not creating jobs,"

Perhaps it's not surprising that Rep. Jordan buckled to Pope's pressure: The GOP lawmaker from North Carolina's 93rd district is a case study in Pope's outsized political influence in the state.

When Jordan first ran for office in 2010, he was one of two dozen Republicans that benefited from a flood of money Pope poured into elections, helping the GOP capture the state legislature.

That year, Jordan received $16,000 in campaign contributions from Pope and his close family, the maximum allowed by law. On top of that, three groups backed by Pope -- Americans for Prosperity, Civitas Action and Real Jobs NC -- shoveled more than $91,500 into election spending on Jordan's behalf, bringing Pope's total investment in launching Jordan's legislative career to more than $107,000.

But Pope's connection to Rep. Jordan goes back even further. In the late 1990s, Jordan spent two years as research director at the John Locke Foundation, one of a network of conservative groups in North Carolina largely funded by Art Pope's family foundation.

And Locke and other Pope-backed groups have spearheaded the attack on North Carolina's judicial program from the very beginning.

NCGA might tax your Social Security Checks next folks.

The basic premise of reform is to cut the tax rate, then tax more things.

North Carolina is one of 35 states that doesn't tax Social Security benefits. Seniors and advocates have a message for Senate leaders: Please don't start now.

"There are a lot of rumors," said Doug Dickerson, who heads the state branch of the AARP. "Some of the ideas being tossed around are pretty scary if you're a senior."

One idea floating out of the state Senate would apply state tax to Social Security benefits for those who have supplemental income. 

All these new taxes so Tillis and Berger can give NC wealthy more Tax break, while taxing the poor and middle more. When will the folks of NC Wake the Fuck up and see what they are doing our State!

This would be only fair, if they taxed their retirement funds from the state too. Hell, tax all retirement funds, 401k’s too..

New, high-tech $100 bill coming in October

NBC News: After a three-year hiatus, the US Federal Reserve says redesigned $100 bills will be ATMs and banks on October 8. 

The new bill will have several features the Fed says will make life difficult for counterfeiters, but should help retailers identify fakes.

They include a blue, 3-D security ribbon embedded with images of bells that change to the number 100 when you tilt the note back and forth. If you tilt it side to side, those images move up and down.

RALEIGH — Gov. Pat McCrory on Friday evening announced he was replacing all members of the State Board of Elections. The appointments take effect Wednesday – just as an investigation into political contributions made to McCrory and other top Republicans’ officeholders’ campaigns is getting underway.

Three Republicans and two Democrats will replace the current three-Democrat, two-Republican board. The board’s majority represents the governor’s party.

The move puts the progress of the board’s investigation into campaign contributions from an indicted sweepstakes software company owner in question.

Not surprising at all, he got caught and now he replace the Dem control board with a Republican control.. so he can cover up his illegal actions.. Thanks NC for electing a Crook as the Governor of NC..

I foresee no more probe on this matter..

McCrory spokeswoman Kim Genardo said the timing of the appointments had nothing to do with the investigation. All five members’ terms expire April 30, and McCrory’s office wants new appointments to be made on time. The governor selects members from a list of five candidates submitted by each party. McCrory selected the top two Democrats, Genardo said.

Just what the hell has she been smoking?? this is a clear attempt to make sure there is no investigation in this matter..

The three Republican appointees donated at least $16,000 to GOP candidates and causes in recent elections, according to state and federal campaign finance records.

Cover-up in the works.

It would seem that the NCGA Republicans don’t want any Democrats or anyone in there own party to read the bills as they come up for votes.

julia Howard repIt would seem that Rep Julia Howard, who represents Davie and Forsyth (79 district) had a issue and rejected a suggestion from Rep Paul Luebke that lawmakers should have more time to read a 70 page bill concerning the changes to the state’s unemployment insurance which was filed earlier in the day..

Critic of this bill notes that over 80,000 Carolina workers would become ineligible for federal benefits, which would result in the state losing over $25 million in federal money that is currently being injected into the state’s economy..

I bet this old depends wearing, geritol swigging, peroxide white nelly hag couldn’t live off of $350.00/week..

This is the third time the contract has been adjusted, raising total costs to $3 million from the original $500,000 cap. Minority Leader Nancy Pelosi (D-CA) and Minority Whip Steny Hoyer (D-MD) both sit on the Bipartisan Legal Advisory Group (BLAG), the House body intervening to defend DOMA in court in lieu of the Department of Justice’s decision not to. However, they did not find out about BLAG’s new agreement with Clement until after it had already been finalized.

Stephen LaRoque heads to court In October

5057677Stephen LaRoque, the former lawmaker indicted on charges he used taxpayer money given to a nonprofit development corporation to fund extravagant personal purchases, could come to trial in October. 

A scheduling order in his case calls for motion filings to be completed in September and sets trial for the Oct. 9 term of U.S. District Court in Raleigh. Trial will be before Judge Malcolm J. Howard.

yes he thought he could get away with it, he was dead wrong and how he must face the music..

He has already resigned from the NCGA. 

If convicted of the federal charges, LaRoque could face 10 years in prison for each count.

LaRoque was in his third term in the state House. He represented Greene, Lenoir and Wayne counties.

Philanthropist Todd Stiefel of the Raleigh, North Carolina-based Stiefel Freethought Foundation has launched a campaign this week that will match every dollar donated up to $100K. That’s more than a good number of donors in the LGBT community have done to help.
