During his candidacy for governor, Terry Sanford questioned "whether all children in North Carolina had a fair chance to develop, to compete, to achieve, to use fully all the talents with God had endowed them." The answer was no. When Gov. Sanford won in 1961 he implemented his platform of educational excellence and North Carolina thrived.
It is now 2011, we ask the same question, and this year we get the same answer of no. However, instead of improvements, the Republican-controlled General Assembly has proposed a budget that digs a deeper whole into an already struggling education system. The Republican plan would dissolve Smart Start, lay off thousands of teachers, and put North Carolina in near-last place in the nation for per pupil spending.
