The North Carolina NAACP always espouses one consistent vision for education: every child must be provided a high-quality, well-funded, constitutional, diverse public education.  To this end our eight educational principles are:

  • Stop resegregation and promote diversity
  • Provide equity in funding for all schools
  • Provide high quality teachers and smaller classrooms
  • Provide high quality leadership teams

            We are hopeful that the Wake County school board and the future superintendent will stand for these fundamental principles, which are rooted in the North Carolina and US Constitutions, educational best practices, proven research and our moral traditions, to build the hopes and educate the minds of all our precious children.

The North Carolina NAACP and its friends and allies in the faith community commend the Wake County Board of Education for the poise and grace with which they handled the difficult issues raised by Brig. Gen. Anthony Tata's performance as Superintendent of the Wake County Public School System.  As is the case with the rest of the public, because this is a confidential personnel matter, we do not know all the factors that went into this decision and cannot speak for the board.  We do know leadership is important. If any school system, business or organization is not functioning at its fullest potential and carrying out the best practices towards the fulfillment of its primary mission and vision--leadership must be held accountable by the governing board.

            During his tenure we did try to reach out to former Superintendent Tata and we acknowledge that he did meet with us despite our noted educational policy disagreements.  We respect Brig. Gen. Tata as a person, public servant and wish him Godspeed. We now urge everyone to focus on the needs of our children, our families, our teachers and our schools as we go forward.

MEDIA RELEASE: North Carolina workers share experiences of wage theft

Workers describe working conditions, redress obstacles following underpayment, nonpayment of wages

RALEIGH (September 25, 2012) – Wage theft – an employer’s underpayment or nonpayment of wages to workers who have earned those wages – has severe financial consequences for workers, according to a new report that puts faces on the rampant instances of wage and hour violations in low-wage industries across the state.

Ten Triangle-area workers share their own experiences of wage theft in a report co-released by the North Carolina Justice Center and the UNC Immigration/Human Rights Policy Clinic. In a series of in-depth interviews conducted from January to April 2012, participants from a diverse set of low-wage industries shared their stories, illustrating how workers – as well as their families and local economies – suffer when they are not paid earned wages.

“While each worker’s story is unique, common themes emerged from the interviews,” said Sabine Schoenbach, a Policy Analyst with the Workers’ Rights Project at the NC Justice Center and co-author of the report. “For all participants, wage theft created economic uncertainty, and even small wage violations had significant financial consequences. Moreover, serious barriers to redress, including the threat of retaliation, existed.”

Orange County Department of Social Services to Implement NC FAST Software System

HILLSBOROUGH, NC – In an effort to better serve the residents of Orange County, the Department of Social Services will begin implementing a new software system this week called NC FAST to administer the Food and Nutrition Services Program (formerly known as Food Stamps).

The NC FAST system — which stands for North Carolina Families Accessing Services through Technology — introduces technological tools that will allow workers to spend less time on administrative tasks and more time assisting families.

The NC FAST program improves workers’ ability to track cases, share information and coordinate services across programs. The program will provide comprehensive data for evaluating outcomes and ensuring accountability across programs once it’s fully implemented.

Clients will benefit significantly from the NC FAST system once it is fully implemented. When the system is fully functional, families only need to tell their story once, and a social services staff member will be able to determine their eligibility for all available benefits. The new system does not affect eligibility guidelines for client services.

The NC FAST system is currently being implemented in social service departments across the state. The Orange County Department of Social Services will begin transitioning to the new program on September 17th, and NC FAST officials expect that it will take eight to 12 weeks until the NC FAST transition is complete. NC FAST should be installed and operational in all 100 county departments of social services by March 2013.

Counties that have already begun transitioning to NC FAST have experienced some slowness in benefit processing as staff learn how to navigate the new system. Clients may experience some delays initially as workers learn and adapt to the new system.

Federal offense to Protest in any Public Space

Imagine an America in which the government can prevent protest in any public space it deems fit. Where wearing a dissenting shirt around an elected official could be construed as a felony. Where First-Amendment protections become privileges subjectively doled out by the state. Sadly, that America is pretty much here.

In March, Congress passed HR 347, a bill that limits Americans' ability to protest in public and on government grounds. Mainstream media didn't raise peep, but now there's finally some anger building. The bill, passed almost unanimously, makes it a federal offense punishable by up to ten years in prison to "knowingly" protest in the vicinity of the Secret Service -- that is anywhere the Secret Service "is or will be temporarily visiting."

It also makes many public events impervious to lawful protest. Any "National Security Special Event" (NSSE) requires Secret Service protection. NSSE-designated events have proliferated since 9/11 to include Super Bowls, concerts, campaign events, and now any public event that Very Important People want protest-free. 

Most dangerously, it criminalizes protest
. Under the bill, "disorderly or disruptive conduct" or activities that "impede or disrupt the orderly conduct of Government business or official functions" could warrant felony charges. What constitutes such "disruptive conduct" rests in the eye of the beholder--or the eye of Eric Holder. To put it plainly: the government can decide where and when free speech is allowed and severely prosecute any "disruptive" activity, while we're confined to "free speech zones." We can help fix it, however!

“Well, you could become a Muslim and you could beat her,” Robertson responded. “This man’s got to stand up to her and he can’t let her get away with this stuff,” Robertson continued, “I don’t think we condone wife-beating these days but something has got to be done.”

He later said the woman is a “rebellious child” and pondered if she has psychological problems.

Barber, II and other state and local NAACP leaders will be on hand to bless the Mrs. McNeil's mission of justice and love, and to thank the Wilson leaders for their act of kindness to the McNeils at the Wilson Industrial Airport (4545 Airport Drive, Wilson, NC, 27896) at 8:00 AM on Wednesday.

            The visit comes two days after Rev. Barber, Mr. DuBose and National NAACP President and CEO Benjamin Todd Jealous visited Mr. McNeil in prison. His case is being reviewed by the courts now.

Georgia NAACP President Ed DuBose has arranged for Mrs. McNeil, who has cancer, to visit John McNeil at Macon State Prison. Mrs. McNeil's disease has added to the sense of urgency in her fight, supported by the National, North Carolina, and Georgia NAACP, to free her husband.  Mr. McNeil's mother died two months ago, without getting to see her beloved son since he was imprisoned six years ago for defending himself, his son, and his home in an upscale white suburb of Atlanta.

GREENVILLE - The North Carolina State Conference of the NAACP along with local branches from around eastern North Carolina will hold a news conference on Wednesday morning, September 12, at a local daycare center in Greenville, NC on the NC General Assembly's attacks on the constitutional rights to an education afforded to four-year old children.

The news conference will take place Sandra's Tons of Love Daycare located at 307 Spruce St., Greenville, NC 27834. It will begin at 10:30 AM, Wednesday, September 12, 2012.

The news conference follows a ruling by the North Carolina Court of Appeals that upheld Superior Court Judge Howard Manning's ruling that the budget passed by the extreme rightwing leadership of the NC General Assembly was unconstitutional. NAACP leaders want freedom for John McNeil

ATLANTA - NAACP leaders on Monday again demanded the release of a black man imprisoned after shooting a white man on the shooter's property.

The activists said John McNeil's conviction was proof that self-defense laws, which McNeil cited in his 2006 trial, are not applied equally to all races in the United States. McNeil is serving a life sentence for the 2005 shooting death of Brian Epp, whom he had hired as a contractor on his Kennesaw home.

"Something is wrong here. Morally wrong. Legally wrong," said the Rev. William Barber II, an NAACP national board member and president of the group's North Carolina chapter. "And the only thing that will make it right is to free John McNeil."

Civil rights organizations have criticized the case since McNeil's arrest almost nine months after the shooting. Cobb County District Attorney Pat Head pursued a murder charge despite the conclusion of Kennesaw police detectives that McNeil committed no crime. Head won a jury verdict that the Georgia Supreme Court upheld in 2008.

A second appeal awaits action by a trial court in Baldwin County, where McNeil was first imprisoned. He has since been moved to Macon State Prison in Oglethorpe.

A spokeswoman in the Georgia Attorney General's office, which is fighting the second appeal, declined to comment, citing office policy not to talk about pending cases. Through a spokeswoman, Head said Monday, "As far as we are concerned, this case is over and done."

Barber and his Georgia counterpart, Edward DuBose, said Monday that the case has gained new urgency because McNeil's wife, Anita, has been diagnosed with cancer. The case also has reclaimed the spotlight since the killing of Trayvon Martin in Florida. Prosecutors there initially declined to charge a multiracial Hispanic man, George Zimmerman, with a crime after he shot Martin, an unarmed black teenager. Zimmerman is now charged with second degree murder.

"We are victims at both ends of the gun," said Marcus Coleman, who leads the Atlanta chapter of the National Action Network.

McNeil never denied that he shot Epp, but told Kennesaw police that the victim was belligerent and, after wielding a knife during an altercation with McNeil's son, charged at the elder McNeil. Investigators found a knife on Epp. An eyewitness testified that he saw Epp charge McNeil but did not see a knife. The eyewitness confirmed McNeil's account that he fired a warning shot.

NAACP President Benjamin Todd Jealous said his organization questions "stand-your-ground" laws that do not require a person, regardless of their location, to retreat from a perceived threat if they have an opportunity. But, Jealous said, "we have no qualms about the Castle Doctrine," which governs threats that occur on personal property.

McNeil's conviction in the face of that doctrine, Jealous said, means that in Georgia, "When it comes to protecting your home and your family, there is no law that can protect a black man from a biased system of justice."

Atlanta attorney Mark Yurachek is handling McNeil's second appeal. Yurachek argues that McNeil's trial attorney made several errors that denied him a fair opportunity for exoneration.

Should that appeal ultimately fail, McNeil's next opportunity for freedom would be a clemency request to the Georgia Board of Pardons and Paroles. Yurachek said he is not optimistic about any hearings in front of that body, though Barber and Jealous said the NAACP planned to mount a public campaign.

Jealous said he is reaching out to gun-rights organizations - he declined to name the National Rifle Association or any other group - to build public support for McNeil outside the civil rights community. "Any defender of gun rights and property rights should care about this case," he said.

Jealous added that he would discuss the case with Gov. Nathan Deal, who appoints Pardons and Paroles board members.

While the NAACP does not endorse candidates for President of our nation, we vigorously debate the issues that should shape national, state, and local elections.  And we will challenge those who attempt to mislead our communities.  Some clergy are wrongly criticizing and distorting the views of the President on the issue of marriage equality.   They are trying to confuse African American voters. They have a right to their opinions but to mislead demands a response.  These clergy - whatever their motives - are woefully mistaken if they believe such tactics will work.   

President Obama is President of the United States.  His position as leader of all Americans represents the noble commitment he made by oath to all Americans when he took office.  The President, a former professor of law, respects the 1st Amendment, which preserves the right of and freedom from religion.  He, like the Constitution, recognizes that every church has the constitutional right to decide, depending on their faith tradition, how to address the issue of marriage within their ecclesiology.  The President also respects the 14th Amendment to the Constitution, which he also swore to uphold.  This makes it his solemn duty to guarantee the "equal protection rights" of every citizen.  Civil marriage is a right protected by the constitution, despite how one feels about what constitutes a marriage personally or religiously.  The President swore to uphold the rights of all the people, not just some of us.  His position is the same as Republicans like Dick Cheney.

BALTIMORE, MD - The National Association for the Advancement of Colored People (NAACP) today announced a historic partnership with the major African American Baptist conventions to promote voter registration through an NAACP campaign billed as "This Is My Vote!" NAACP board members joined Baptist leaders at a press conference at the Georgia World Congress Center in Atlanta, GA.

"We are here today in the spirit of unity and common purpose to say that we will not allow our votes to be stolen," stated NAACP President and CEO Benjamin Todd Jealous. "The NAACP and the black church have been partners in the struggle justice, equality and fairness for more than 100 years. We will work together to defend the right to vote and at the same time empower our communities to vote in all of the 2012 elections."

In the last year, more than 30 states have introduced voter suppression laws that disproportionately impact African American voters. This partnership will combat these attacks and ensure high voter participation through coordinated registration, education, and Get Out The Vote (GOTV) efforts that will reach millions.

"From voter registration to voter education to voter protection, this powerful alliance will allow the African American Baptist Conventions to engage our congregations in the electoral process," stated Rev. Dr. Julius Scruggs, National Baptist Convention President and member of the NAACP National Board of Directors. "With attacks on voting rights emerging in state after state, we must stand together to ensure that our voices are heard."

Churches will receive voter registration training through the NAACP and conduct voter registration drives until the cutoff dates. Additionally, the NAACP will distribute alerts on changes in local voter laws; educate congregants on legislative matters that affect their communities; and ensure church-goers turn out to the polls and are protected on Election Day.

CHARLOTTE - The North Carolina State Conference of the NAACP is hosting a "Clergy, Faith and Justice Prayer Breakfast" on Labor Day, September 3, 2012 in Charlotte, NC at 7:00 AM. The breakfast coincides but does not affiliate with the Democratic National Convention, where thousands will arrive in North Carolina's largest city in the midst of the most important election of this generation. There will be media availability for principle speakers at the breakfast.  

Rev. Dr. William J. Barber, II, president of the NC NAACP, Mr. Hilary O. Shelton, NAACP Washington Bureau Director and Senior Vice President for Advocacy, Rev. Kojo Nantambu, Religious and Education Advocacy Director for the NC NAACP and other faith leaders and activists will hold a discussion on the moral issues that shape and frame this year's election: voting rights, education equality, economic justice, labor rights, access to quality health care and racial disparities in the criminal justice system. The breakfast will take place at Greater Galilee Baptist Church, under the leadership of Rev. Robert E. Lee McGowens, Sr.

"Forty-nine years ago, at the March on Washington, a diverse, progressive and committed group of Americans put before the nation a moral agenda to address voting rights, civil rights, educational equality, jobs and labor rights," said Rev. Dr. William J. Barber, II, president of the North Carolina NAACP. "Forty-nine years later, as we see a constant barrage of attacks against voting rights, widening economic injustice and poverty, challenges to health care, and attacks on public education along with continuing disparities in the criminal justice system, we must again keep a strong moral agenda rooted in love and justice before the nation and both political parties."
