As conservatives hammer Democratic U.S. Sen. Kay Hagan on the failures of the federal health care law, her chief Republican rival is getting squeezed from both sides of the political spectrum on the issue. Thom Tillis, who is leading the GOP’s Senate hopefuls in fundraising and early polling, was criticized in a TV ad earlier this month for wanting to repeal the federal health care law’s more popular items, such as provisions that prohibit insurance companies from denying coverage for preexisting conditions and charging for mammograms.
Morning Memo: GOP field to challenge Hagan increases to 7
The field of Republican candidates vying to challenge Democrat Kay Hagan increased to seven this week. In an unexpected move, AP reports Lexington attorney Jim Snyder, a recent three-time candidate, filed to run Tuesday. He is likely to fit in the pack of candidates to the political right of House Speaker Thom Tillis. Snyder said he entered the race because other candidates haven't been talking about past trade agreements that led to job closings across the state and the banking crisis at the start of the past recession. A social conservative, Snyder said abortion isn't being discussed enough, either.

One month into his term last year, Gov. Pat McCrory signed a bill cutting unemployment benefits. By the time the legislature’s session ended in August, the state seemed like a new place. In six months, lawmakers passed gun laws that allowed permit-holders to carry concealed weapons into bars and onto playgrounds, and they slipped more restrictive abortion measures into a bill about motorcycle safety, and passed that, too. The state rejected Medicaid expansion called for under the Affordable Care Act, and 500,000 people who would have been eligible for benefits on Jan. 1 weren’t.

News & Observer: NC proposes experimental health networks for Medicaid patients
State officials rolled out a plan Wednesday for changes in the state Medicaid program that are a huge step away from the managed-care proposal Gov. Pat McCrory and top state Department of Health and Human Services officials pitched last year.
The new proposal avoids a fight with doctors, hospitals and other health care providers over the future of the $13 billion government health insurance program that covers about 1.7 million poor children and their parents, elderly people and disabled people.

The singer officially filed candidacy papers Thursday to run for the state's 2nd Congressional District currently held by Republican Renee Ellmers. Aiken announced his bid three weeks ago. His first job is to try to win the Democratic primary in May.

RALEIGH, N.C. —It looks like North Carolina Libertarians will have a U.S. Senate primary this year, too.Two Libertarian candidates filed Wednesday for the party's nomination -- Sean Haugh of Durham and Tim D'Annunzio of Raeford. Their candidacies bring to 11 the number of people running so far for Democratic U.S. Sen. Kay Hagan's seat, including Hagan herself. The Democrats and Republicans also will have May primaries.

Washington Post: Reid: Koch brothers are ‘un-American’
Senate Majority Leader Harry Reid (D-Nev.) said Wednesday that the conservative Koch brothers are "un-American."
Responding to ads being run by a Koch-backed group against Obamacare, Reid said the ads go too far and that Charles and David Koch are trying to "buy" America.
"It's too bad that they're trying to buy America, and it's time that the American people spoke out against this terrible dishonesty of these two brothers who are about as un-American as anyone I can imagine," Reid said on the Senate floor.

Washington Post: Report: Almost 4 million with mental illness won’t be covered in states that don’t expand Medicaid
States that decide not to expand Medicaid under the Affordable Care Act will leave more than 3.7 million Americans with mental illness without health-care coverage, according to a new report from an organization that represents mental health professionals.
Almost one in five Americans between the ages of 18-34 who live without health insurance and make less than 138 percent of the federal poverty level suffer from serious psychological distress, the report by the American Mental Health Counselors Association says. In states that opt to expand Medicaid under the ACA, those people would be eligible for coverage that includes mental health treatment.
Washington Post: Arizona governor vetoes bill on denying services to gays
Arizona Gov. Jan Brewer (R) vetoed a controversial bill Wednesday that would have allowed businesses in the state to deny service to gays and lesbians if they felt that serving them would violate their religious rights. Gay rights advocates had denounced the legislation, labeling it a form of legalized discrimination, and Arizona’s two GOP senators and leading Republican candidates for governor had urged Brewer to veto the bill. Several GOP state legislators who had voted for the measure last week have said since then that it was not the right thing to do. In an evening appearance before reporters in Phoenix, Brewer said the bill “does not address a specific or pressing concern” and is not part of her agenda.

The Forward Together Moral Movement is going to Selma! We are organizing a bus to the 22nd annual Bridge Crossing Jubilee. As we commemorate Bloody Sunday, we will continue to fight for voting rights and to build the moral movement as it spreads across the South. For more information, please join the conference call.
In 1965, a march for voting rights was organized from Selma to Montgomery. The 600 peaceful marchers left on March 7 and got only six blocks before they were brutally attacked by local police while crossing the Edmund Pettus Bridge. This day went down in history as Bloody Sunday and helped lead to the passage of the Voting Rights Act of 1965. Despite this attack, thousands from around the nation came to Selma two days later to finish the march.
Thousands will come again to Selma in 2014 and the Forward Together Moral Movement will join them.

In a Great Victory for Public School Supporters, a Wake County Judge Issues Temporary Injunction Friday against the North Carolina Voucher Program
RALEIGH - Judge Robert H. Hobgood issued a temporary injunction Friday stopping efforts by extremists to undermine North Carolina's public schools by diverting $11.7 million from the general school fund into a voucher program that would send taxpayer money to any of the state's 700 private schools.
In a full courtroom at the old Wake County courthouse, plaintiff attorneys emphasized that the NC Constitution prohibits discrimination based on race and religion and mandates that taxpayer funds be used "exclusively" for the public school system. After hearing a few hours of arguments, the judge read a short order granting our request for a temporary injunction that stops any further activity on the so-called opportunity scholarships -- a program devised by a national ideological coalition to undermine public school systems.
"At first glance, this voucher program may look like it will give poor and minority children a hand up, but the evidence says otherwise," said Rev. Dr. William J. Barber, president of the NC NAACP. "Studies show that voucher programs do not improve children's learning, and historically, they have been used to keep our schools segregated. This voucher program in North Carolina will not help the great majority of blacks and other children of color, but will strand them in increasingly under-funded public schools. This minority-rights rhetoric is only a tactic wielded by those extremists who want to erode our public education system."
Two architects of the national school-choice movement have written candidly about their rhetorical strategy.
"The leadership must visibly include racial minorities of both sexes and prominent Democrats," John Coons and Stephan Sugarman advised in an 1999 article. "The conservative commitment to the project is necessary, but should remain mute until the coalition has secured leadership whose party affiliation, social class or race--preferably all three--displays what the media will interpret as concern for the disadvantaged." The temporary injunction issued today indicates that the Forward Together Moral Movement's fight to prevent a voucher program in North Carolina has turned a corner.
"We are thrilled by this historic decision to preserve and protect North Carolina's public schools from this disastrous voucher proposal while we convince the courts that this unconstitutional law cannot go forward," Dr. Barber said. "This is a wonderful victory for all schoolchildren in North Carolina, and the NAACP is grateful to our partners -- the North Carolina Association of Educators, the NC Justice Center, the many school boards and the legal team -- that worked so diligently to stop this bad law. We should put all our efforts into providing high-quality, diverse well-funded public schools for our children."
The NC NAACP will host a press conference on Monday morning to discuss the temporary injunction and the next steps for its litigation efforts. More details to follow later this afternoon.
On Feb. 17, Judge Hobgood denied the North Carolina State Education Assistance Authority's motion to dismiss the case altogether after hearing three hours of oral arguments that largely focused on the redirection of public education money into the voucher program.
This legal challenge over the voucher program demonstrates yet again that the courts can and will hold the North Carolina legislators accountable if they continue to pass unconstitutional laws.
"The drafted laws that we protested last summer, when they have faced judges who are bound to enforce the state constitution and the US constitution, are not doing very well," Dr. Barber said. "Once again the taxpayers and citizens of North Carolina are reminded that when the race-based programs or anti-women programs from these extremists have faced the constitutional test, they are found wanting."

Diverse North Carolina Coalition Kicks Off a Year of Nonviolent Direct Action,
Popular Education, Litigation and Voter Engagement
RALEIGH - The Forward Together Moral Movement, a broad, multiracial coalition movement led by the North Carolina NAACP, has called for thousands of people to assemble at the NC state capitol on Feb. 8 for a Moral March to protest the extremist policies passed by the state government last year.
The movement is made up of more than 160 partners from the civil rights, women's rights, faith-based, labor, LGBT, immigrant justice, student and environmental communities. Participants will help map out sustained direct-action campaigns for the rest of 2014, including grassroots voter engagement for the mid-term elections and beyond. It is expected that Rev. Dr. William J. Barber, II, President of the NC NAACP and architect of the Moral Movement, will announce a number of actions in his major charge to the assembled around11:45 am, including a five-point mobilization plan and a 21st century version of Freedom Summer in North Carolina.
The Forward Together Moral Movement deepens and broadens the annual Historic Thousands on Jones Street People's Assembly (HKonJ), which, for the past seven years, gathered thousands of people in front of the state legislature in early February. After a year of more than 30 Moral Monday rallies and in the wake of an avalanche of cruel policies passed in the General Assembly last session, the coalition returns to Raleigh this year with renewed strength and a sense of urgency. There are five fundamental demands for this year's Moral March:
- Secure pro-labor, anti-poverty policies that insure economic sustainability;
- Provide well-funded, quality public education for all;
- Stand up for the health of every North Carolinian by promoting health care access and environmental justice across all the state's communities;
- Address the continuing inequalities in the criminal justice system and ensure equality under the law for every person, regardless of race, class, creed, documentation or sexual preference;
- Protect and expand voting rights for people of color, women, immigrants, the elderly and students to safeguard fair democratic representation.
Although 945 people were charged with trespassing and other misdemeanors last summer when they tried to peacefully petition their legislators to stop the General Assembly's ideological attack on the poor and most vulnerable, over half of the cases that went to trial have been dismissed. Organizers emphasize that no one who follows the directions of the NAACP marshals and leaders will be arrested at the Moral March. No civil disobedience actions are planned before, during or after the nonviolent demonstration.
"At this year's Moral March on Raleigh, people from all corners of North Carolina will continue to challenge the immoral, unconstitutional policies from Gov. Pat McCrory, Budget Director Art Pope and their allies in the General Assembly," Dr. Barber said. "But we will also renew our commitment to our Five-Point Moral Agenda and continue to stand for what we want to see in our great state. With love and faith, the Moral March on Feb. 8will kick off a year of nonviolent direct action, litigation and grassroots voter education and empowerment. We will keep moving forward together, not one step back."
The Moral March convenes at Shaw University on Wilmington St, between South St and Martin Luther King, Jr. Blvd, in Raleigh at 9 am. The Moral March program opens at 9:30 am near Shaw, and the march toward the state capitol will begin at 10:30 am. More information about the march is available here.
