GA makes a few thousands from Saggy Pants, Will this happen here in NC??

From the AP,

Albany Ga, City banned on Saggy Pants as added near $4 thousand dollars in fines and hundreds of hours in community service. 187 citations have been handed out, which is about 45 dollars per ticket.

The ordinance bans any one wearing pants or skirts more than three inches below the top of the hips, exposing the skin or undergarment.

So will this happen in here in NC where this type of ordinance almost completely target young Africa-American males.. This type ordinance is at best unconstitutional under the first Amendment of the United State of America.

Let see if a city here in NC will adopt such a law/ordinance.
